Norberto

Norberto de Andrade is a tech policy executive, entrepreneur, and law professor with over 20 years of international experience spanning government, academia, and industry.

Norberto is the founder of Polipro.AI, a consultancy firm helping organizations navigate the complexities of tech policy and regulation. He is also the co-founder and chief strategist of The Legal Place, an immersive platform that revolutionizes access to legal education and knowledge through AI. Additionally, Norberto created Open Loop, a global experimental governance program that prototypes and tests proposed legislation and regulatory frameworks. This initiative evaluates the real-world impact of potential tech policies before implementation.

In the corporate world, Norberto worked at Meta as AI Policy Director, leading the company’s AI global regulatory positioning and strategic policy engagement. Prior to this role, he held public policy positions at Workday and Mozilla. His experience also includes policy officer roles at the European Commission and the Portuguese National Authority for the Communications sector.

In academia, Norberto serves as an Adjunct Professor and Academic Director of the Executive Program on Law, Policy and Technology at IE Law School in Madrid, Spain. He also lectures at the European University Institute in Italy, Catolica Global Law School in Portugal, and the European Institute of Public Administration in Luxembourg.

Norberto holds a PhD in Law, Policy and Technology from the European University Institute in Italy.
